Detroit-based contractors have access to formal certification programs that give their bids a structural advantage on City contracts — and in some cases, restrict competition to certified firms only.
The City's Detroit Business Opportunity Program, managed by the Civil Rights, Inclusion & Opportunity (CRIO) department, certifies local businesses and makes them eligible for equalization credits on City bids. Equalization credits are adjustments applied to your bid price to make it more competitive against non-local firms — even if your number is higher, the credit can bring it into winning range.
Six certification types currently qualify:

To get the credit, you must include your current CRIO certificate with your bid submission. An expired or missing certificate means you don't qualify, even if you otherwise meet the criteria.
Certain City programs go further than credits — they restrict eligibility outright.
The Detroit Supply Schedule, which covers janitorial, custodial, and security services, is open only to CRIO-certified Detroit Based Businesses. If you're not certified, you can't bid.
Other programs — including Grounds/Forestry services and the Proposal N Demolition and Trashout programs — are open to all bidders, but 30% of awards are set aside for certified Detroit Based and Detroit Small and Micro Businesses. Being certified doesn't guarantee the set-aside allocation, but it puts you in a smaller, preferred pool.
City-funded construction contracts valued at $3 million or more carry a Detroit resident hiring requirement under Executive Order 2021-02. This applies to the contractor workforce on the project, not just to business certification.
